This is a modified matchstick filler, with the stored stick mimicking a lever. However, there is no internal portion on the metal piece. The stick is attached with a barrel pin via an elongated slot through the stick. Once the stick is raised 90 degrees, it can be pushed in like a matchstick on a matchstick filling style fountain pen.
What appears to be a lever raises to the position shown. At this point, it is used as a stick to press the internal pressure bar. The pen also appears as a Rexall branded pen.
